Our client, a leading MNC is looking for a Deputy Regional Officer - HR (Asia Pacific) for their branch office in Malayysia.

 Purpose of the Position

Being the Deputy Regional HR Officer (DRHO), the candidate has overall responsibility and provides assistance to Regional Office – HR in providing leadership in the comprehensive strategy and supervision of all aspects of Human Resources operations of the assigned geographic region including Human Resources Administration, Recruitment, Compensation & Benefits, Organization Development, and Training & Development. The DRHO serves as the interface between the various Management stakeholders and the HR Head of each company of the assigned region. The DRHO as leader of the Human Resources function reports disciplinary and functionally directly to the Regional Officer – Human Resources APAC / IMEA.


DRHO provides HR expertise and leadership regarding all operational aspects of Human Resources Management in the region APAC in consultation with the RO-HR – APAC / IMEA. DRHO supervises Local Officers –HR in the local countries and responsible for qualification, training and development.


Roles, Responsibilities & Duties (according to the Role descriptions and the RACI matrix)


? Apart from the Deputy Regional Officer role, being Compensation and Benefits expert, shall be responsible as Regional Business Partner for the function Compensation & Benefits and shall drive, conduct research, provide benchmark studies, propose suitable harmonized C&B processes, and leadership on C&B topics in the region.

? Shall assist RO-HR to align with Global HR principles, policies and strategic direction; implements and drives the HR Strategy for the region Asia Pacific.

? Manages the overall HR project portfolio in the region.

? Contributes to strategic HR initiatives and projects with relevance for company as a member of “Global HR Team”.

? Responsible for know-how transfer to the various regional and also local management functions in collaboration with the RO-HR and LO-HR.

? Proposes, implements and monitors Annual HR budget, including investments and workforce planning in the region in consultation with RO-HR.

? Responsible for training and development of regional HR-Team; supports and supervises regional business partners (currently HRD and Compensation and Benefits – APAC).

? Provides the regional leadership necessary to strengthening the overall effectiveness and professionalism of the Human Resources function in alignment with regional needs and global HR strategy

? Collaborates with and advises regional senior management members on all HR matters; researches and proposes solutions

? Responsible for developing a “leadership brand” across the region

? Coaches and develops HR country heads in the assigned region; monitors and evaluates performance

? Plans and conducts a regional HR conference for HR country heads on an annual basis in collaboration with the RO-HR.

? Mentors and counsels senior management on personnel management matters

? Liaises with legal counsel on critical matters; proposes available options

? Develops, co-ordinates and manages the development (continuous improvement) of each assigned country’s HR operations in collaboration with the country HR heads
